Why is the Doppler shift in EW important, and does RFOptic's OFL support it?

Optical Delay Lines (ODLs) use fiber optics to delay the radar signal for a set time and bounce it back as a simulated target without high signal loss. This replaces the need for bulky copper coaxial cables that cause massive signal attenuation and distortion.
